What we offer you!

We offer you a position as a procurement officer where you will work independently and commercially with a focus on operations. In collaboration with representatives from the operations, you will plan and administer procurements, which includes conducting and establishing:

• Needs analysis
• Market analysis
• Procurement strategy
• Procurement documents and current decisions
• Contract follow-up of entered agreements within your areas of responsibility.

Your tasks will include providing ongoing active support to the operations in procurement issues, participating in information sessions, and conducting internal training. The municipality's procurement unit also has cooperation agreements with municipal companies, allowing them to join and be entitled to procurements under the municipality's agreements.

The unit conducts a clear goal-oriented work where all employees are involved and contribute to developing the operations. You are expected to help develop working methods both independently and in close collaboration with your colleagues and other potential stakeholders.

Currently, there is a restructuring of the municipality's purchasing categories, and each procurement officer is responsible for their own areas within the purchasing categories. Changes may occur, but the idea is that you will be responsible for the following areas within the purchasing categories:

• Services (for example, security services, banking services, and auditing services).
• Transport, vehicles & logistics (for example, vehicles, school transport, and fuel).
• Goods, materials & equipment (for example, furniture, appliances, and craft wood).

The procurement unit works with various operational support such as e-commerce (Unit4) and procurement systems (Kommers), purchasing analysis tools (Xpendio).

The employment is permanent full-time, with access as soon as possible by agreement. Your workplace will be at the city hall in central Hässleholm, close to both train and bus connections.

Who are you?

We are looking for someone who has:

• Vocational education in purchasing/procurement or has acquired equivalent knowledge and skills according to the employer's assessment.
• Driver's license for passenger cars (B license).

Furthermore, it is advantageous if you have:

• Work experience and good knowledge of the Public Procurement Act (LOU).
• Experience in conducting procurements as a responsible procurement officer/purchaser.
• Worked in a politically governed organization.

About us

The municipal management administration has the overall responsibility for, among other things, financial management, personnel policy, and case management. The municipal management administration consists of six departments and is responsible for overarching development issues and common functions. The administration's tasks include strategic planning, environmental monitoring, and implementing municipality-wide decisions, projects, and safety work.

The procurement unit is responsible for municipality-wide procurements and follow-up of centrally signed agreements, conducting specific procurements, managing e-commerce and follow-up on behalf of the municipal board, providing internal advice and to municipal companies, and conducting information and training initiatives in the procurement area.
